Failure to understand compliance requirements of all federal, state, and local environmental regulations in California has cost businesses $ billions in fines and abatement measures. In just 2009, EPA Region 9 assessed $5 billion in settlement proceeds, up from $1.7 billion in 2008 for federal environmental offenses in California. This enormous regulatory burden is on top of state and local enforcement, which routinely assess six- and even seven-figure fines, dramatically illustrated by Sacramento County's $2.4 million penalty for hazardous waste water treatment violations that would be RCRA-exempt elsewhere [SWRCB]. This one of a kind program is designed to train and update environmental managers, company officials and others responsible for California environmental compliance. The Environmental Crash Course divides environmental compliance into the following topics:

  1. Introduction to and how to find environmental laws, regulations, agencies and enforcement procedures and design pro-active responses, including audits and ensuring their confidentiality.
  2. Community Right-to-Know, HAZMAT inventories risk management plans and Toxic Release Inventory (TRI) reports including recent changes in TRI
    coverage. NEW: Mandatory electronic reporting of HazMat Business Plans and Inventories with public access.
  3. Air Pollution regulation of stationary sources under federal, state and local district rules as well as new greenhouse gas (GHG) emission inventory reporting, fees, and proposed regulation of sources. NEW: Update on reporting (GHG) emissons and state cap and trade rules.
  4. Proposition 65 enforcement trends, and clear and reasonable warning rule compliance.
  5. Tank Storage of hazardous substances including oil spill prevention and UST requirements. NEW: Update on CUPA regulation of oil spill prevention.
  6. Process waste water discharges, community sewer sse requirements and storm water pollution prevention, including regulation of previously exempt light
    industrial facilities.
  7. Hazardous and universal waste management, including recent regulatory developments. NEW: Universal waste consolidated rules and treated wood waste regulation.
